Dual crown forks & headset adjustment

Afternoon all.
This may seem like a daft question but would I be right in thinking that I need to loosen the clamp bolts on the (steerer-mounted) stem and the upper crown before I adjust the top cap in the usual way?
Just trying to get it right in my head before I start. Cheers.

And do them up again stem first, then crown (otherwise you can get gaps in my experience).A Flock of Birds

Thanks fellas. I couldn't visualise how the top cap could do anything while the upper crown is bolted up0
