Best way to get a tourer and MTB out of sub-£500 and old MTB

I got a quick question that doesn't seem to fit in any gear buying bike section on here so thought I'd ask a question here instead.

I'm looking to tour on a bike and also go off road as well. If I've got a hardtail MTB needing car and attention to get it safe enough for off road (costing money) and need a bike capable of touring. Only £450 - £500 tops to spend. Which is most cost effective?
    A new MTB and convert the MTB into a tourer by fixing cheaply what needs fixing, adding a rack / mudguards and slicker tyres.
      Or is it better to make the MTB off road safe by spending more money on it than the above option and buying a cheaper tourer?

      Any ideas? The MTB is nothing special but could be serviceable.

        Probably cheaper to update the old bike (£200 tops).

        Probably better to get something newer and convert it.

        What kind of off-road are you planning? Do you need an MTB, or would a dedicated tourer do the trick?
      • Offroad in the Lakes most likely or North Lancashire or Dales. Not the hardest of routes but still tough on bikes.
