Gaffer Duct Waterproof Cloth Tape, valve cut from a old tube, sealant (stans, wheel milk ect) Tyre.

i suggest the stans tubeless conversion kit which includes a rubber rimstrip and sealant. probably about £50.

unless you want to buy a new UST or Stans wheelset? minimum £250.

The standard Stans tubeless kit should do the job with those rims, just follow the instructions on the Stans website for XM317's as they are very simalar. Can't comment on Tioga tyres but High Rollers work well with Stans sealant.
