when ive bought stuff from the US i have got an invoice from the courier that delivered it for the VAT. I guess if you dont pay, they report you to customs.
Jenson USA dont export everyhting they sell though. Im pretty sure Fox stuff, for example, can only be delivered to a US address0 -
yeah some companies wont let them export to a country were they have an established dealership...

If you order through a courier they will do Custom's job, assess any duty & VAT due and usually invoice you later (ParcelForce usually force you to pay to collect the item). Usually there's a handling fee added on top, the amount depends on the courier.
However, anything that comes into the UK from outside the EU via Royal Mail is subject to a lottery. Some will be charged and some won't (even though they should). There are too many packages for them to check and charge them all. Royal Mail will then collect the money from you plus a nice £8(!) handling fee for doing very little work.
The best chance to avoid paying VAT/duty is to avoid using couriers.
Aside from that, anything with a value before shipping costing more than £15 is subject to VAT. Thanks to a more recent change, only items over £135 is subject to duty, but only if the duty amount is more than £9. The amount of duty varies depending on the type of item. VAT & duty is applied to the value of the item including shipping.
Declarations of a 'gift' only moves the lower limit up to £40 but there are limits on what is a gift.
And yes, you pay VAT & duty on second hand items also, including those from ebay.0
