A mate of mine has the Giant TCR with Tiagra groupset, he needs to change the cassette on it can he go from the Tiagra to the Ultegra on the same hub and will chain etc be compatible. It is Tiagra bought 2011, it is compact ten speed, or maybe a nine either way are they compatible

Yes: no worries at all - all compatible, only difference is a bit of weight.
He may need to change his chain though dependant on wear.0 -
If he's got 9 speed shifters it won't work very well with a 10 speed cassette!0

yes i am not sure which one he has 9 or 10 but obviously the appropriate upgrade is of the same number of cogs. thanks0

Can I ask why? The Ultegra is roughly twice the price of the Tiagra unit.- - - - - - - - - -

Can I suggest that he waits until the sales kick in a the discount vouchers get sent round on all the newsletters then go for Dura Ace at bargain prices. Way, way, way better than Shytegra and when shopped around for properly, not that much more expensive
IME, 105 is as good a shift as Shytegra and cheaper. See previous posts about this so that we don't turn this into a big argument.
Decent new cables and outers will make world of difference as well - D/A ones are a couple of pounds at CRC.
Also, its worth telling him to buy what he wants new, then stick it all in a big box util he can change it all at once - he won't feel the benefit if half of it is creamed before he gets to put the other half on.0 -
There's some sensible advice here.
The cassette will make very little difference to the shifting smoothness (I can't detect anything between my wheels with 105 or Ultegra cassettes in terms of shifting). Most of the differences come down to weight rather than shifting.
At 105 and above (I've never ridden Tiagra, so can't comment) - there's so little difference in shifting performance - they are all excellent if setup and maintained correctly - you are just paying for decreasing weight as you go up.
If he's not getting good shifting on the Tiagra, it could well be setup - cables are certainly the first place to look - a set of Jagwire cables is not expensive (about £30 for a gear and brake cable set) and will perform admirably in all conditions.0 -
