Can anyone recommend a cheap as possible seatpost with 30mm+ of seatback?

Can't recommend it personally as I don't have one but seems to fit the bill and is a good make:

Outland do an alloy one cheaper which looks around 30mm setback from the pics but they don't specify what it is exactly.

Fleabay is also your friend, I picked one of these up for much less than it's retail price..it's a work of art

Not sure of your definition of cheap - but I run a Velo Orange post with a 30mm setback - looks lovely as well as having decent two bolt adjustment etc.
