Build Fuji Altamira LTD

Hello,
I can buy a new Fuji Altamira LTD frame for a decent price.
How would you build this bike? Use is road racing and training. Races are criterium races in Flanders. Short laps and +/-72km (45miles)
Groupset SRAM Force or Shimano Ultegra or Dura Ace? I guess Ultegra or Force are more value for money?
Which wheels? High carbon clinchers or low alu clinchers?
The looks of high carbon clinchers are a plus or is it better to choose a good alu wheel like Fulcrum 3/1, Shimano RS80, C24,...
The graphics of the bike are very special, so it's difficult to choose a matching wheelset, saddle color, ...
