Loose spokes

I keep getting 3 or 4 loose spokes on my rear wheel there so loose I can turn the nipples by hand, they dont seem to have made the wheel un-true why does this keep happening, and can it cause damage to the wheel if riden like this.

I dont use the bike for serious off roading just canal path and its my winter road bike, I'd thought i'd ask before i take it to the LBS.

    poor wheel build. yes it can get it sorted as it will be cheaper to do now than later.
