Minimum seatpost in frame?

I bought my wife a second hand Trek Fuel Ex 5.5. She loves the bike, the fit is pretty good, but the interupted seat tube means that I can't get the saddle far enough out of the way for her when she's doing something a bit steep or a bit more technical and just needs that bit more clearance to feel confident. There is no minimum insertion point on the seatpost, maybe it's worn off. Is the minimum insertion point specific to the tube though? Does minimum insertion depend on the type of frame? I've read that so long as the seatpost is inserted into the frame so that it comes 1-2cm below the bottom of the weld of the top tube/seat tube that will be safe, is this correct?

Cheers in advance.

    both.

    but 90mm is "average"

make and model of post would be good.

I think seatpost is the Bontagger SSR 20mm offset. Can I just chop the post with a hacksaw so that , at the maximum height the missus requires the saddle there is still 90-100mm left in frame then?
