'Stiff' pedal problem

I bought a brand new set of Wellgo MG-1's a couple of months ago. The right hand pedal now seems to be stiff - it turns but not nearly as easily as the left hand pedal (or the set on my other bike) - the rotation on it is still smooth but it feels as if someone has filled the innards up with honey. It seems to be a problem with the 'axle'/bearings. I've tried a quick squirt of lube but it hasn't helped.

Any ideas what might be wrong/how to fix?

Does it feel rough? Sometimes the seal can get trapped a bit. They are easy enough to strip down clean thouigh.

Nope, it's smooth but needs more force to rotate it than normal. May have a crack at stripping it down to check.
