Tora 302 SL - Whats the lever in the base of the stem

So, this feels a bit of a fraud to be asking in the workshop section, but what the hell.
I've got a set of Tora 302 SL forks, with a wierd plastic lever/plug that sits in the middle of the stem on the bottom. Having trawled t'internet and read more service manuals than I care to admit, Im finally giving up and seeking knowledge on here. The lever has a tab showing on/off (with the on being the middle position)
My photographic abilities are about as good as my riding abilities, so apologies in advance. Can anyone enlighten me on what it is and what it does?

Never seen that before ever! Were they second hand? Looks like somebody has wedged something in there to seal the steerer.0

As far as I can tell, they're the original forks (2nd hand rockhooper 2007 vintage). Its clearly got on/off written on it...... but when I switch it to on I cant see any change (perhaps its an 'awesome' switch which I've managed to derail with my inherent suck factor)0

Does your headset adjust in the normal way ie a star nut in the steerer?0

'adjust'? hmmm theres certainly a star nut in there for fitting, although I'd never thought of that as an adjustment.0

Usually a bolt screws into the star nut, pulls the stem onto the bearings to adjust them.
Some have no starnut, but a bolt that runs althe way through to the underside of the fork, like where that lever is. I just wondered if it was a bodge job for a bearing adjuster!0 -
It doesnt seem to be a bodge. Im still none the wiser but the steerer stem definitely has a star nut at the top. Some more pics of the mystery object if it helps :

When I got my old Giant back after it was stolen it had one of these fitted to my old Judy TTs and the mud guard that goes with it that clattered into the fork bridge every time it hit a pot hole!Mountain: Orange Patriot FR, SubZero & Evo2LE.
