bike for weekend jaunts with kids in tow - advice sought

Hi, I am just about to get back on a bike. Keen to join in with the family as we have moved to Nairn in the Highlands of Scotland and want to explore. I don't want to spend a fortune in case I don't take to it, but equally don't want to get a pile of Sh1t that means that I hate it from day 1.
Needs to be able to take a toddler seat or trailer bar...

Saw this on gumtree and wondered if it was a deal. Anyone got any thoughts on the Oxford tourer Hybrid?
