Wanted to go over base layer for winter riding and under thin hard shell when it gets cooler still. FYI this is top of budget, I cannot afford a Gore!

Decent enough I think. Not got one but I know those who do...Useful bits of kit if you feel the cold! Mags tend to review it well...

Anything else?

i have been using one of these since last winter, ride in all weathers MTB and road, very pleased with it. arms are very windproof but body not so hot you boil in it.
