Biopace Triple to Double Chainset conversion

Hi, I have looked elsewhere on the website for similar queries to this to no avail so apologies if we're covering old ground.
I am using a 1991 GT Tequesta (21 speed) for commuting between home/railway stations and work during the week and would like to ditch the 48 tooth chainring from the Deore DX chainset (square taper BB) fitted to the bike and use just the 38 and 28 rings as a double. After removing the allen bolts and reassembling it seems that I can't get the bolts tight enough now due to the absent 48 tooth ring. Do I need to pack the extra space between the spider and 38 ring with washers or try to find some shorter bolts?
Any help would be appreciated thanks.

Bolts are about 2 quid so just buy some the right length0

a lot of rear mech hanger fittings work too as they the same as short chain ring fasteners
I've used them before to try a 2x9 setup.Mountain: Orange Patriot FR, SubZero & Evo2LE.
