SLX RD guide pulley help

I removed both pulleys (wish I hadn't), put the bottom tension pulley back, tightened bolt, spun fine, but the top pulley (Centeron) if tightened won't spin, I have to undo the guide pulley bolt a little bit so it turns, is this normal?

No, you should be able to fully tighten both bolts.0 -
Any reason why tightening the pulley bolt is freezing it - from looking at the exploded diagram, it seems simple enough, don't know what I'm doing wrong? If I tighten the bolt, the inner plate of the cage hits the pulley cupped washers and won't spin.0

I didn't remove it, I just took the pulley out, unwound some grass that was stuck in it, and put it back.0

It must have slipped out - I just found it after searching the back garden, I was lucky I saw a sparkle in the torch light.
