I usually use an old crown race and tap it down on top of the new one till its flush.0

plastic waste pipe on steerer, slightly longer than steerer itself. Turn forks upside down and bash on ground until its on. Works for me anyway.0

bit of PVC pipe did it
Forks on and ooohhhhh my - what a difference a Reba makes! - literally looks, feels & rides like a new bike! very, very happy!
annoyingly two of the races are cracked so it's all coming off again at the weekend - swap the headset for something a little more beefy.

Look for a headset with a split racer, what colour you after mates has a 1 1/8 hope headset going cheap, like new0

Pipe? what? Just tighten it down on the fangle; is what I always do. So long as you loosen it again before setting it all tight.0

^^ and dent the races.
I tend to use the right tool, but in a pinch a good hoover pipe does the job pretty well.0 -

Cane Creek S3 or S6 should fit your current cups if you are changing the set and don't want to replace the cups0
