Rear shifting issue

Hi, Need your help people.
Indexing a Deore rear mech with a 9 speed shifter, cassette and chain.
I can get it shifting from small to large cogs, but on the way back (large to small) it gets very stuck and is not smooth at all.
The hanger isn't bent and as far as I can tell neither is the Mech.
I've tried it in middle and inner ring and it has the same problem either way - poor shifting in large to small direction.
Any ideas?

Change the cables. If you undo the cable from the mech you can check if the mech moves smoothly, but upshifting issues are normally cruddy cables.I don't do smileys.

New cables are filthy! Before whacking it in get some kitchen towel stuff and soak the middle with wd40 and wrap it round the cable and pull it through a few times, you will be shocked how much black stuff comes off it. Then lube it up with wet lube and insert that clean and lubed cable!
