Crash - Broken Bike - Help!

I was riding with my mate this Saturday, doing about 30-35 mph down a hill in Egham (Surrey)... he hit a bump in the road and came off. He has quite a few cuts and bruises and a very sore shoulder. His bike doesn't look took good... it seems like the brakes/hoods are now angled inwards at the front, on the handlebars? Is this possible? Can they twist? Also, is it an easy/expensive fix?

    They can twist, they just need re-positioning.

    If you're in any doubt about the integrity of the bike though take it down your lbs for a quick once over.
