Bottom bracket retaining screw, how tight ?

Alright lads,
So, it transpires (i think) that it's not my pedal that's making noise this time, but my BB.
This was fitted by me with little knowledge (which can be dangerous).
So when i fit the crank arms, i've got a tool for the HT screw which i use to tighten it up, obviously that's only a little bit of plastic so can't be done particularly tightly, but maybe i over tightened ? (you then use the 2 x 5mm allen key bolts to secure it all).
So, light finger tight ? heavy finger tight ?

Best checked with the chain off.
Cranks should spin freely with with no notches, having a little resistance.
Once done up check for play by holding an arm and the frame and checking for no side to side movement.0
