Vans Exacerbate 2 SPD

Hi all, this is probably a simple question bit its confusing the hell out of me. I have purchased a set of Shimano Dx pedals and a Pair of Vans exacerbate 2 SPD shoes however i am a little confused on how to fit the cleats to the shoes there is like a rubber cover over where I assume a cleat mount / plate to be . The cover looks like it is attached to the sole ie cannot be pulled off, does this have to be cut out to expose the cleat mounting plate ?
Apologies if this is a stupid question.

    i'm not sure with this exact model of shoe but yes, some shoes require you to cut the rubber out :D
