The title says it all! Is it within the the rules and do people to it.

Depends on the local rules. If it is UCI endorsed, look up the UCI rules on what parts of an MTB can be used.0

You usually can in all the local leagues. If you want to race National Trophy races you need a cross bike and 32mm tyres max.
Try these for Yorkshire series http://www.britishcycling.org.uk/events/?series_id=95
Or a touch further south Notts & Derby league http://www.britishcycling.org.uk/events/?series_id=144
Depending on how far you want to travel you could look at Lincolnshire and North West leagues too. Always nice to complete all the races in one particular league though.0
