Disk break rubbed off frame weld

I purchased a used Titus Racer X on ebay. When received a couple days ago I noticed that the rear disk break had at one time rubbed off the weld from the inner frame. Should I ride the bike this way? I have ridden it a couple of time on paved road and it seems fine.Has anyone had any experience with something like this.

I have to say it looks worse than I imagined - would not be happy with that. Will be a lot weaker.

Yes, the rotor in the pic is not, but I'd bet the previous owner was using a much larger rotor, then realised it was rubbing and then went back to a smaller rotor.
