Stem central in the bars?

I bought a bike from Halfords 4 weeks ago to see if I would enjoy cycling (which I do by the way). I took the bell off the bars today (silly invention, I have a voice after all) and I noticed that the bars are mounted off centre by about an inch.

I presume the bars are supposed to be centred - am I right?

Yeah your bars are supposed to be mounted centrally in the stem & angled correctly.
