painted bottom bracket cups

hi,
i recently got my bike frame repainted, by having it sand blasted, then powder coated. i was told by the company that i didnt need to worry about removing the cups for the bottom bracket, as they could tape them up, so they wouldnt get painted.
i have just got the frame back, and they did not tape over the cups, and i am worried that this will be a problem? can i get away with leaving it? or should i sand it off, or is it a case of needing new cups?
also, the part of the forks that passes through the headtube has been left extremely rough due to the sand blasting. is this ok, or do i need to find some way of making it smooth? sparying on a coat of primer perhaps?

If they've sandblasted your bottom bracket bearings then I'd be amazed if they've survived!
As for the fork, there's no need to paint them.- - - - - - - - - -
