Rear wheel + rotor

My rear wheel seems to be slightly off true
There's a slight lateral movement along with the rotor, which seems to move about 1mm in the caliper.
Should it be just the wheel that needs truing up. Or could a problem be elsewhere?

This is a bearing problem - they need adjusting, or replacing.

If the bearings need doing which I suspect they do, they can be adjusted as thus:
