    I doubt we have the weather to grow cotton at all, never mind it maturing to the stage where it could be picked!

    I read it was to do with La Nina moving further south recently, thus not pushing the high pressure than normally creates lovely summer weather not quite as north - so rather than south of England and Northern France being included in the West European high pressure area, now they're not - hence the low-pressure rain type weather.
