spicy headset order of spacers

I took the forks off my lapierre spicy 316 to take it abroad a
nd I have refitted them and the headset, but the headset is very rattly. I have four black spacer rings and a silver metal ring which has a tiny gap so its not a complete circle. Should the silver ring go on before the black spacers, and should it be small side facing down or up? Anything else I should be checking that could be reason for rattly headset?

with out seeing the bits it aint that easy.
the centering sleeve goes into the top bearing. then top cover then any spacers/stem.
