Bunch of criminals. How is this funny? Why have the bbc(who we pay for) let this go through?

I think it is quite drole actually, in a light-hearted sort of way.
Not sure we can get too moral about TV shows and their plots, either. By that token, Midsomer sets a very bad example to the rural bourgoisie!! In fact, the amount of infidelity, cheating, lying, swearing, violence, coercion, bullying and general naughtiness that it takes to make a TV show entertaining these days adds up to a barrel full of SIN that would have God Botherers at the door every night of the week.
However, if they do seek a laugh by knocking a cyclist over, I'll change my view instantly!
