Blackwell Research stem (4 bolt - 26mm) - torque values?

Does anyone know the torque limits for a blackwell research stem - 4 x M4 bar clamp bolts, (26 mm clamp).
I bought it new on ebay, in an effort to make my second hand TT bike fit right, only to find that there is absolutely no torque information printed on it, or in the box. The seller had no information, and the manufacturer is long gone.

It took 5Nm to stop the bars from slipping. Given that I have a similar stem, with the same length M4 bolts, with the torque limited to 4Nm, I got a bit concerned.

The clamp bolts will be M5, a M5 skt hd cap screw takes a 4 mm Allen key.
The usual tightening torque for M5 bar clamp screws is 5 N.m but that assumes sufficient thread engagement in the aluminium stem.0
