Disc brake not releasing?

I'm just starting to fix up my old mountain bike and I'm finding that the Rear Disc Brake does not release fully.

When i pull on the brake it works fine, but when i release it the cable going across the top of the frame sticks, it doesn't slide back into place.
Also the part of the caliper that pulls the cable doesn't move back into place.

What should i do to adjust this to make it work properly?

    replace the wires and outers.

    I presume the caliper lever moves freely without the cable attached.

  • Nope, it all seems to stick in the one place without the cable

    The brake needs to be pushed back into place, but the cable doesn't slide back.

    strip it and clean it then.
