One bike towing a second bike?

I've got two electric bikes at the moment. I need to delivery one of them to my brother and I don't want to drive. Has anyone designed a device that would enable me to ride one while towing the other and then swap! Both bikes have pannier racks.

    Modify a Trail-gator for kiddie bikes? You need to lift the front-wheel of the bike being towed.
    Make mine an Italian, with Campagnolo on the side..

    There are attachments that use the kid's bike with the front wheel taken out; they fix on the frame and the fork'ends. I have one one! The big problem is that they are made for kid's bikes and canot readily be extended to adult geometry. Other than that and in your case the need to transport the front wheel (wheel carrier off your tractor's front wheel) they could work reasonably well.
    When I was young we frequently guided one bike with a hand on the centre of the bars while riding the other one alongside. Bit more difficult with the weight of an electric.
