STI front shifter issue

Missus has just brought a new bike, came today, front derailuer cable was disconnected, I connected the cable, but the shifter doesn't seem to "ratchet" the cable, just moves and returns without any ratchet noise, hence it won't pull the derailuer up.
Am I missing something?, or is the shifter broken?, its a Tiagra shifter pulling a Sora front mech

The ratcheting will work regardless of whether the cable's connected or not (well, it does on my Ultegra 6500). My guess is it's knacked - arrange a replacement.0

Yes, well, I think it has, I've shifted the inner lever, is the nipple correctly?, I don't know, how would I check?.

Right, so the cable needs tension to return the ratchet?, I'll have a look in the morning, thanks0
