annoying clicking noise

when pedaling i can hear clicking noise It sounds exactly like what you hear if a gear doesn't shift proper, only that's not the problem. it happens on every gear when I'm riding, however it doesn't make this sound if I were to just turn the bike over and rotate the pedals with no weight on the bike or even pedal backwards. i don't think it is my pedal bearings as i have had that before and it sounds nothing like that. i also checked the front derailleur to make sure it wasn't the chain rubbing which it wasn't. What do you think could be causing it?
