do i measure the space inbetween the bars or do i measure width including the bars?

Centre-to-centre is normal, thought sometimes handlebars are measured outside-to-outside, so be careful. A nominal bar diameter of 2cm is assumed, so – for instance: 42cm c-c = 44cm o-o.
