Rear Derailleur Problems

Hi everyone.
I recently fitted a new Cassette to my Boardman Pro Hardtail, as I had snapped a couple of teeth off the previous one.
Anyway, I'm having some trouble aligning it. Since I bought the bike and had it built by Halfords  I haven't been able to use the highest (smallest) gear on the rear cassette.
I have checked the cable tension when this gear is selected and it is very slack. I've tried tightening it but that just causes it to shift up a gear.
Everything else is set up fine and aligned perfectly as far as I can tell. Does anyone know what the problem may be?
Thanks for your help.

If the cable is slack, something else is stopping it go onto the smallest gear, most likley, as SS has said, the limit screw.
