Wobbley Brake pads

so after a week of two punctures, things arnt getting much better. brake pads on the rear are wobbling and dont seem to want to stay seated properly when the back wheels out.

any one have any idea what might be wrong or a solution

brakes i have are hayes stroker comp.
Yesterday is History, Tomorrow a Mystery, Today is a Gift, Thats why it's called the Present

so im grabbing my bike and going for a ride
