Apparently there designed to be able to run a front mech but there doesn't seem to be a cable stop on the seat tube but there is on the top tube :?

or am I missing something obvious (apart from why would any one want a front mech an a 4X/BSX bike)

    what is the question?

do you want to run a front mech or not?

yes I want to run a front mech but there isn't a cable stop on the seat tube.

but there is on the top tube.

    :?

There is one at the start of the top tube for the outer from the shifter. then there is another cable stop at the end of the top tube for the outer that goes from the top tube to the seat tube above the mech.

but there is no 3rd cable stop for the cable.

or is there a front mech with a cable stop like a rear mech has?

I'm thinking I need something like a DMR Mech Verter

but with a stop instead of a pulley

yes the clamp on cable stop is your only option, the DMR thing will not work.

Fitted it and got it working but need to change to a low clamp mech as its too high and the inner has to run at an odd angle
