Crooked Bars

I came off the bike last night and when I got up I noticed the bars are slightly out of alignment. They turn a little to the right, even though the wheel is straight. I initially tried holding the front wheel and twisting the bars in the opposite direction but I'm not that strong and I'm afraid of bending the wheel.

I took the stem cap off with an allen key but I couldnt undo the thing under it. Can someone help me find where to loosen it so I can move the bars back?

    put the cap back on. and loosen the stem pinch bolts adjust the stem and then tighten the bolts.
