Hub problem?

I noticed when I was prepping my bike yesterday that my rearwheel has some fairly significant lateral movement at the hub, even when the axle is secured in the fork end, is this a bearing issue?

    if a cone and cup bearings hub the cones and lock nuts need adjusting and locking.
