Petroleum Office - board? Any one know of this?

I am qouting a local petrol garage for some CCTV. They want a camera pointing direct at the pump so that they can see how much fuel they have taken, as the pump is not connected to the office/till... they have to trust what the customer says is the amount they have put into there car.
Any way, 2 other companies have qouted this job and they have both said they have contactd the Petroleum Office. One comany said tha this PB has said you can not have a camera pointing at the pump and the other has said the PB has said its fine....
Who is the Petroleum Board? Any one know?
