[semi-integrated headset] head tube races go out by hand

Hi.
The other day I serviced my semi-integrated headset (for the first time in 3 years lol) and found that both head tube races go in and out of the head tube just by hand. Is it something to worry about? I was thinking they would be press-fitted and sit there securely. Thanks.

    the races come in and out easy. If I am correct the headset cups stay in the frame like any other headset (just fit all the way in the frame instead of half out over the top). other wise they are damaged/not the right size!

    Mine does is exactly the same but i am sure that this normal
