Spray paint on my frame

Hello Chaps.
I've just picked up my winter hack, and with a little TLC it could end up a nice bike.
First port of call is the speckling spray paint effect on the frame.
There's the odd patch where it's a little thicker, but it looks like it's been predominately in the near vicinity to an idiot with a spray can.
What's the best way to remove this without damaging the actual bike paint, other than rubbing each dot with my finger nail!

T Cut or cutting paste (used by sprayers to take off the very thin top layer of spray when spraying new panels - leaves it all nice and smooth).
T Cut from every garage in the world, cutting paste from motor factors/commercial sprayers/bodyshop.
Clean bike thoroughly, get clean cloth, apply paste/T Cut gently and rub until you have the desired effect. Wash bike with car shampoo to get rid of excess, polish up with clean cloth, job jobbed.
You can also use Solvol (does the same job as its basically an abrasive paste) but I'd go for the former options first.
