It's been talked about, looks like they're going to do it

No effect for Kim Anderson or Riis. Or even Vino, unless he gets caught again

    Why, Mr Bonds, I would imagine that Alexander Nikolaivich Vinokourov is capable for a calling far superior than that of a humble team manager.

    The Presidency of Kazakhstan, for example.

    Cant see it being that effective tbh, it's the ones that don't get caught we should worry about...

    It also places a barrier on coming clean for any riders at the end of their career that might want to fess up and speak out.

    If they'd included some form of amnesty with it then it might have worked better.
