Downtube gear boss

Do you need to totally strip this of paint before putting the frame shiters on? Mine have been sprayed and it says in the shifter instructions to 'cleanse with emerycloth'. Just wondered as I have seen some frames have these bosses masked off like on the canti brake bosses.

    If the cable stop fits without removing paint then there is no need to.
    I've added a signature to prove it is still possible.

    Are we talking retro downtube shifter levers or the barrel adjuster type things on the downtube used with STI levers??
