Gears wont shift down

Hi
I have a carrera Vulcan and just recently it has developed a fault,on the front crank my chain is on the top cog and whenever i attempt to shift down it simply doesn't happen.
The front derealier also doesn't move when i do this,the gear cable goes baggy but tightens back up when i shift it back up.
Any help on what could be the problem here and what to adjust?

Sounds like the cage of the derailler is sticky. It needs a good clean an lubing.0
