Steel winter frame

Hi,
Although still a bit early I am going to start building a new winter training bike, so I am on the look for a good budget quality frame. I quit like the idea of a steel frame but have limited experience with them so could anybody recommend a reasonable light steel frame, that can take full mudguards and preferably also could accommodate a rack.

Well I got myself I Planet-X Kaffenback. Fitted guards and a rack.

Not exactly cheap, and i am not sure whether they sell just the frames however i have heard good things about them:

Kona Honky Tonk or Genesis Equilibrium are both very nice. Genesis is £400 frame & fork, and I've seen the Kona at less than £300 or £550 for a full bike.Alex0
