Stuck allen bolt Avid Elixar

My new bike seems to have a seized or overtightened allen bolt on my Avid Elixar lever, now it's never been outside and is only three rides old so must have been overtightened at the factory, it is burring slightly so apart from WD40 any ideas how to loosen it off without fubaring the bolt completely.

for starters never never ever use a ball end Allen key in them as they are half depth.

Top one, only have normal hexagon keys not ball ended so no fear there.0

you should always undo the lower one first as that is the one that is torqued up. the top one is done up to couching condition first.
