Brake cable issues?

Out the other day and noticed my brake levers were almost touching the bars with poor brake performance. Pads are ok and discs cleaned but still doing the same so I guess the cables have slackend off? How do you tighten things up? Brakes are mechanical Tektro IO

    use the adjusters on the levers and the calipers to take up the slack.
