Pot holes and poor surface

As a novice to road cycling(since feb) I'm shocked at the state of some of the roads around rural Cheshire , I've got a few circular routes that I do regularly and the roads are just crumbling before my eyes , and the repairs are nit much better, a bit if Tarmac slapped in and flattened by something clearly not flat.
Is there any action we can take to make the local council do anything, I'm finding I've got to ride nearly in the middle of the road to avoid damage to my new bike.
Please help !

    I know what you mean by the fill ins not being flat some round our way are like riding on corrogated cardboard.
