It would handle like a canal boat right up until the head tube snaps. Fitting forks 80mm longer than the frame was designed for is never going to work too well.

Looks pretty shiny, he's cleaned it, parts look in reasonable knick (as much as you can tell from ebay) - plus, if he's stupid enough to put those forks on. how good do you think he really is?
